Time Periods in another table

Can ValQ in Power BI have time periods in different table from the data?  For example i want to compare invoiced sales to budget by salesperson and all of these fields are in different tables with relationships between them.  I can’t get ValQ to show monthly data when using date field in my date table.  the date table is the only place where the dates are related.  I can’t get budget info using the invoiced date and i can’t get invoice info using the budgeted date.

What am i doing wrong?
